This must be the standard that the Daily News has in mind when they castigate the state legislature's ethics reform bill.

New York City Mayor Michael Bloomberg spent more than $108 million on his campaign to win a third term, or about $185 per vote in what was the most expensive self-financed campaign in U.S. history.
Bloomberg’s campaign released its latest finance report Friday, which included about $2 million in bonuses for his staffers, despite the billionaire’s closer-than-expected loss to a Democrat who relied on matching funds and donations. His opponent William Thompson Jr. spent less than one-tenth of Bloomberg’s total — or about $17 per vote — and lost by just 50,600 votes.
